what is the correct amount or level of oil in the forks,measured with or without the springe in,forks collapsed or extended,thanx

Measure it with the springs out, and the forks collapsed. When I bought mine new, the level was about 5.5" from the top. I raised it to 4" and this helped improve bottoming resistance.
