1992 RM 250 will in bump off and doesn't hit powerbands

Hi got a 1992 RM 250 won't start by kicking it off starts straight away by bumping it off plenty of compression and splutters on full revs and doesn't hit the band's any help would be great checked carb it's git a 178 main jet which is standard in the book carb looks clean
