can someone tell me what publication this is from and does this apply to a 1995 rm250? my manuals from suzuki dont elaborate on if they are adjustable.i just want to know how much they can be adjusted and if it makes that much of a difference

That looks a bit misleading the valve operates fairly high in the rev range, best you have a play with it and see what you like.

On my 02 there was a small cap on the side of the cylinder on the ignition side of the engine. Two 8mm bolts held it from turning. Basically it does what that paper says and holds spring tension against the valve to keep it from opening. The more you turn it the later the valve opens. Later valve opening tends to result in a harder hitting midrange.
