1999 YZ125 forks binding/bent?

Friend's 1999 YZ 125, he went head on with a 4 wheeler a year or 2 ago. It broke the frame at the neck, snapped the bars on both sides from impact. He got it back together, local shop supposedly did fork service with seals and he rode it once or twice. There is now black wear marks on the lower legs near the top when extended facing forward.
So, could the upper or lower tubes be bent, does not appear to be? Maybe partial crush or distortion of a bushing? Any ideas?
