2 lbs of torque?!?!

I was just reading my service manual for some torque values for my clutch spring bolts and it says that the torque value should be 2 ft/lbs. Holy cow I don't know how to measure that small torque value.

Can someone else confirm that the torque for the bolts are that low?

Use an inch/pound wrench. (24in/lbs.)
2ft/lbs does seem low.
Yamaha 4banger clutch springs are spec'ed at 5.8ft/lbs.

I did a clutch on a ttr 125 this weekend, if I remember right it was 5.4ft/lbs.
