2002 KDX 200 carb settings???

Looking for a good carb setup fo a 2002 Kawasaki KDX 200 for the georgia area. Just bought the bike brand new and it seems to run rough at low rps and smooths out at high rps. PLEASE HELP (BRAND NEW BIKE ) There is also oil coming out of the tailpipe. ( alot of it )
