Gentlemen, I am new to this site and to this sport, but my kids said "get us a bike!". Bought a 91 rmx 250 that would start and run, after much work. Keihin carb seems ok, motor good, but on disassembly I noticed the reed valves (RAD) were not seated. Could this be why this thing ran so poorly? Any thoughts will help.

yes i would say that could be a problem, reeds not set right will cause a difference
