93 rm 250

Morning y’all I have a 93 rm 250 and I won’t rev out no matter what I do. So far I have cleaned power valves. Carb kit , fresh fuel , new plug multiple times. Checked ignition. Also I burned a wire on my exhaust and had to splice it back together bike did run a little better after I found that. Could float bowl level give this symptom. Also that into the whole bike over and over again. Thought it could be timing as my stator didn’t have the mark to line it up I tried in different positions still no change. I just want my bike to run good. Thanks for the help guys
