'99 XR250 Decompression Valve

I am having a problem adjusting the decompression valve used when you try to kick the bike over. I've checked the repair manual and nothing seems to work.

i have a 2000 xr25or are you talking about the auto decopresser or the little lever under the clutch. for the one under the cluth just adjust it so it has a little freeplay. then start the bike and look at the side of the head where the cable goes. If the tab that the cable goes to is moving shut the bike and put a little more freeplay. BTW i dont use decompressure to start the bike. i only use it if i flood it.
