i just recently took apart my front end, but i was curious if i could get torque specs for the stem bolt. Do i just put it on there and tighten it up so it moves freely without it being too tight, or should i get torque specs?

Yes. you want to snug it up so there is no vertical movement but doesn't bind. I tighten it up so it binds and then back it off just enough so it moves freely. Recheck it after you install the upper triple clamp and tightened the upper nut. Also tighten the upper nut before you torque the upper pinch bolts. Be careful that you don't strip the stem when torquing the upper nut. It's just aluminium.
