It doesn't really give the motor any more torque it just changes the gearing. It will be easier to keep it "on the pipe" as the overall gearing will be slightly lower. This will give you the impression that the bike has a bit more torque as you will be able to shift earlier and not rev it as much between gear changes. Your top speed however will be slightly reduced. You will be able to go slower in first gear before the bike stalls which will help climbing steep hills.
On my sons bike I added one tooth to the rear sprocket and reduced the front by one. This is equal to adding four to the rear. It is very quick and quite the hillclimbing bike for a little 85. Top speed has been reduced significantly though.
We also added a 9oz. flywheel weight to help with hill climbing.
