can bent aluminum handle bar be straightend without damaging them or the bike?

if so, how?

Sure, if they arn't tweeked too bad, it's all a matter of leverage. Personally, I pull the bars for fear of tweeking the bushings in your bar clamps and then into a vise the bars go. Next all it is is a sturdy cheater pipe and and a critical eye and they will straighten up. As for measuerment if only one side is bent just keep a tape measure handy so you can match the sides up.

does it make a difference if the bars are only slightly tweeked? they aren't completely tacoed. in fact i could ride with them like this indefinitely. maybe i should try dumping it on the left hand side to even them up? they are maybr 3/4" or less out of true.

I second Senior KX rider on this issue. You may have cracked the bars slightly also and might not be able to see it right now. Cheap insurance.
