Can't Change My E-Mail Address?

I have tried and tried to change my e-mail address from aol.com to gmail.com but all I ever get is: "The administrator has banned your email address. To contact the administrator click here".

Then it tries to open Outlook (which I don't use) and apparantly, won't load on my PC. Is there any way to contact the administrator and change my e-mail address to crwiseman@gmail.com FROM crwiseman@aol.com? Thanks!

OK, now that makes sense but my AOL account is a freebie too? I was not aware that anyone pays anything anymore for an e-mail account in 2008?
