Information About The Job:
This position exists within the Department of Natural Resources (DNR), Division of Parks & Outdoor Recreation to administer the Colorado State Parks Off-Highway Vehicle (OHV) Program and the $2,000,000 grants program. In addition, provide a variety of assistance on trail planning, development, funding, and management, develop materials for public information in print and electronic media, and administer grant application and evaluation processes on a statewide basis.
DUTIES: Pursuant to Colorado Statute 33-14.5-101, this position administers the State Off-Highway Vehicle (OHV) Program and State Off-Highway Vehicle Fund, which includes the operations budget, a grant evaluation process, contract administration, project inspections and financial accountability. Prepare and revise trail application forms; provide input on agency funding policies; provide reports; coordinate with State Trails Committee, OHV Sub-Committee and other agencies on grants programs. Work as a team member working closely with other staff to manage approximately 4.5 million dollars of State Trails Program funds. Manage a complex budget with a variety of funding sources. As the statewide manager of a complicated and often controversial program, this position must plan and promote local, regional, state and inter-jurisdictional trail projects by developing partnerships with communities, other agencies, trail users, and citizens' groups. This position requires a high degree of knowledge of trails, OHV management and Colorado Statutes regarding these topics. Responsible for reviewing state, local and federal land management planning documents and initiatives. Formulate comments and possible solutions to issues for Colorado State Park's responses. Statewide responsibilities in helping agencies and communities with OHV and trail projects. This includes providing information and examples of conflict management, problem-solving a cost-effective design; identifying ways of securing funding, assistance, volunteers, and other resources; explaining applications and policies of the Off-Highway Vehicle Recreation Fund, Recreation Trails Program and other grants. Develop and maintain trail information statewide in a variety of appropriate formats (newsletters, electronic communications, position papers, photographs, etc...).
MINIMUM REQUIREMENTS: Graduation from an accredited college or university with a bachelor's degree in natural resources, recreation, public administration or closely related field AND two years of professional experience in:
natural resources
natural resources based recreation management
natural resources planning and/or
public administration.
HIGHLY DESIRABLE: Motorcycle/ATV/4x4 riding experience is highly desirable. This experience must be specifically noted on your application.
SUBSTITUTIONS: A combination of professional work experience in the following area(s) may be substituted on a year-for-year basis for the bachelor's degree.
