If you can get your hands on a service manual, it spells the procedure for checking the level pretty clearly.  You have to remove the carb and gas tank.  Elevate the gas tank, mount the carb on the stand, install the fuel line and fill the carb.  You then have to hold the level indicator above the carb bowl/carb union.  The ideal fuel level is when the gas level within the indicator is at the same level where the bowl and carb meet with a tolerance of +2 mm (not -2mm).  This is a tedious process if you don't have all of the right stuff (which I don;t), but I think I got mine right.

Some others out there might have some better tips for you, which I also would be interested in.  If I didn't nail mine, I might drop it by the shop so that the kawa boys can set it up properly for me, or either build a suitable stand and repeat the process that I defined above.
