Put your other hand on the headset nut & the side of the frame, this makes it easy to detect what the movement is between the triple clamp vs the frame, (ie none). Otherwise you may be feeling the forks &/or the brakepads move in the calliper.
Generally it is best to start with a clean slate, meaning if you haven’t done it for a while pull the forks off & the triple clamp & clean regrease the headset bearings. The bottom ones are most susceptible. If they are damaged at all they will need to be replaced.
If they are too tight or the bearings duff then the steering will feel pretty awful but if it gets worse gradually you may not notice
