84 yamaha yz250 put's out 38.7 HP
2000 yamaha yz250 put's out 44.5 HP
2005 yamaha yz250 puts out 46.3 HP

That is largely due to the displacement.

you also have to remember that some of the 250's didn't have powervalves, also adds it's own in performance

I have a 88 cr250 I've put some $ into it with a new sleeve, rod, piston. I had it ported and polish fmf pipe. It was tested on my buddy's dino it put out 48hp. Yes I had to spend some $ to get there but I still haven't spent more then it would cost me to buy a newer bike.
