How does spring rate effect required preload?

If two sets of springs are interchanged in the forks how will the increase and decrease in spring rate effect what preload is needed?

I think what I am asking is if two sets of springs are of equal length but one set is softer will they need more or less preload to get the same ride height.

To achieve the same ride height from 2 different spring rates, the spring with the softer rate will need more preload than the spring with the higher rate.
