I'm so confused with my 89 cr250's power valve system. I can't get the cyclinder to sit flush on the bottom end. The nipple dosen't want to slip into that rod that conects the two of them together. Also do you have to time the power valves or syncronize them in any way. I have an FTZ raciing cyclinder with horrizontal sliding power valves. Thanks for the help.

Your power valve is very difficult to set up and is easy to damage if done improperly. You should get a service manual before doing this. Go to powersports.honda.com and check out ownerlink. If you sign up to HRCA, it costs $8, you can get access to one service manual for 1 year per membership. With a little patience, you can save the pages of the manual into a Word document and print it out.

Good luck - it's a major PITA!!!! Check this thread for troubles I had which you may run into: http://www.dirtrider.net/forums3/showthread.php?t=132882 . You definately have to synchronize and time them - the steps are in the above images he posted. I did mine last spring so if you run into any snags let me know and I'll do what I can to help.

76GMC - they only allow you to post a certain number of pictures in a thread here (I think it's 4) - post more than that and it shows them as links.

I didn't look at the pages I posted. Those cover how to assemble and time the power valve. You are having trouble installing the cylinder. You do need to assemple at least the rack and pinion shafts in the cylinder before installing it. The rest can be done later. But, here are the pages that cover cylinder installation:
