If some thing is wrong with any part of the mechanism it will either not let the bowl fill up or always over fill the bowl running fuel out the over fill tubes on the carb and into the cylinder. What it sounds like you are saying is that you said tha metal tab is moving enough that the needle is not seating and letting fuel by. I would check thr float measurement (probably in your owners manual and bent the floats to match that measurement.) Take the floats out so you can look at the needle and seat.(look for junk in the seat or a severe ring on the rubber tip of the needle) Check to see if every thing is attached correctly and moves freely.
