It means that you have adjusted the size of the jets in the carb to allow the proper amount of fuel flow.
Most of the time 2 strokes come from the factory jetted too rich. They do this for several reasons, but mainly because it's impossible to jet a bike properly for all conditions. They may also do it as a way to prevent you from blowing it up as soon as you get it, because it's too lean.
I've heard that 4 strokes are usually jetted a bit leaner than they might need to be from the factory, for emissions purposes. 4 strokes aren't lubed thru the fuel, so they don't tend to blow up from being jetted improperly.
