Does anyone have an idea why Kawasaki put a PWK35 on the 200 and only a PWK33 on the 220? Would a 35mm carb on the 220 boost performance?

The 220 was designed to increase low-end torque over the 200. It wasn’t intended to be a more powerful KDX.

A smaller bore carb increases vacuum in the induction system, which in turn, increases low-end torque. Yes, by going with a larger carb you can increase flow to the induction system. That will increase horsepower, but at the expense of low-end torque.

Of course with the right modifications you can increase low-end torque and horsepower but there’s no free lunch when it comes to power. It all comes down to cubic dollars.
