You should be able to see all 3 valves opening and closing while you move the actuator in/out. If the actuator doesn't move freely then everything wasn't cleaned sufficiently. If all valves move freely then the problem lies elsewhere such as main jet, clogged air filter, or maybe even ratty reed valves. maybe even take off the silencer to see if it's clogged and restricting exhaust flow.
