In fact why don't we make it even easier ... all interested countries send their proposed teams in, then a committee can decide which are the only really competitive ones (say 4 or 5). These selected teams can then ride off for the trophy, meaning each team has a 60% chance of making the podium and the worst case is that you finish 5th.
