learner's permit

To apply for a motorcycle permit (class M), a person must:

be at least 16
if under 18, have sponsorship of a parent or guardian and show proof of driver ed completion
show proof of enrollment in a basic rider course
pass the appropriate knowledge tests

16 in GA, same age as when you can get a car license. They don't feel you're ready to operate any motor vehicle alone until you turn 16.
