You REALLY need to try on all the helmets you are considering ... sizing is not consistant from mfg to mfg and different brands fit different shaped heads better than others.
If you're looking at a specific brand go their site and look at their sizing chart. I bought an HJC helmet used their measurements on a comparison with my own skull. Anyways, to double check i went to a local store and tried on a helmet and i was right on. Their measurements worked well. As far as i know, most helmet manufacturers have a sizing chart on their site. Goodluck
Sizing charts are nothing more than guidelines.. one measurement around your head at the forehead right? What about the rest of your melon? Just as there are several head shapes, different helmets fit better, even in the same sizes. Some of the less expensive helmets use two size shells for all their sizes, the higher en use 3... like I said, you really need to make sure to get a good fit, or the helmet can't do it's job. It should be snug everywhere, even on your cheeks, keep in mind a helmet will break-in as well and losen-up around the face. Pay attention for pressure points anywhere in the fit as well. A sizing chart won't do all that for you.
When I went for my last helmet, it was going to be Arai or Shoei .. similar in price and quality. The Shoei just didn't fit well but the Arai was spot on. Both the same size.
