Need software for event signups....

I'm trying to find some sources for existing software that can be used during race signups.

Requirements include:
* Tracks money collected and money owed to various parties (based on percentage of fees)
* Issues a receipt
* Works unattended
* Allows for manual updates
* Can upload/download data to/from other systems
* Integrates with a website (so users can signup online or at the race itself)
* Can easily handle 800+ signups within a few hours
* Relatively inexpensive :-)

Any suggestions on existing software? Maybe something used in the big marathons or charity events?
