On the "boot band wagon": waterproof?

Strictly from a "waterproof" standpoint, what's the best boot?
My Thor Quadrants are about as waterproof as a pair of cotton gym socks.
I've been thinking about putting on a pair of bread sacks under my boots, but that seems a bit uncivilized plus the yeast could have troublesome side effects.
The reason I wear cheap boots is that I merely stroll around on the trails and don't really put myself at any serious risk.
The Thors and yes, even O'Neils have saved me more than once from a tree-stump-ankle-tweaking.
So, on a 2009 unstimulated budget, what's the best boot to keep a guy's ankle straight and dry?
Don't forget the budget part, that's important!

I guess I ended up with three criteria didn't I?
