I was just wondering if anyone new of a free picture editor program i could download that is pretty good?

I tried to upload a photo from my phone i sent to my email and it wont let me upload it... But i have stuff saved on my computer that it will let me upload... How do i change the file type or fix it?

Gimp is almost as good as photoshop, plus it has a cool name.
