Well, here in Iowa, you have to be 14, have a driver's permit, and take like a 4 hr. moped safety class. I had one, then my parents finally agreed to let me get a dirtbike after I treated my moped like one. If I were you, I'd just save the money and wait for the driver's license, trust me on this one.
It was fifteen in Texas, but you are limited to 50cc. You get a class M license with a restriction on it. The restriction on the back says 50cc or under. Decent to put around town if you want to 35mph maybe 40mph down hill with a tailwind on a windy day.
