Silencer Packing

What function does silencer packing have on performance? I always thought that it was just to keep the noise down. Obviously, if the old packing clogs the pipe then it's a problem, but any other reason?

It either lets the powerband kick in too slow or too quick, it helps with that, among other things.

Plugged up packing effectively lengthens the stinger on the rear of the pipe and destroys the low end power. So not only is the noise bad, you’re loosing power.
