As a general rule is the static sag normally the same for front and rear of the bike to keep things the way they should for weight purposes,ect putting more weight to the front ect,ect or I guess I am asking how do the manufactures or we no where the bike should work the best on the geometry from front to rear stagger or sag?

Front sag is very hard to measure due to stiction in the forks seals and bushes.Most people just ensure they have the correct forks springs and then balance the bike front to rear using the compression adjusters.
You need to hold the front brake on and push hard on the footpeg(standing at the side of the bike )with your foot-the front and rear should compress and return together.
