IMHO, there's always been a bit of confusion because everyone calls it a "governor shaft", but Kawasaki reserves that name for the big shaft the goes from the right case to the cylinder head (13234-1101). The shaft we are talking about is 0.78in long. It is the advancer arm that the KIPS centrifugal assembly uses to rotate the big governor shaft - the one that has the "claw" gear at the top near the cylinder head.
