MSR soft hook tie downs are the best way I have found. They are made by Ancra for MSR.

You put the straps on the bars next to the controls? Soft ties go at the bottom of the bars by the top triple clamp, for 1 1/8 bars. Standard size bars usually take the strap right on it. There is also a clamp available that goes on your lower triple clamp to hook the strap to.
