2356 never got heard on the Senate floor, even though most Senators
were for it. I spoke to the Lt Gov. Brad Owens, (President of the
Senate), Senator Finkbiener (Head honcho in the Senate), and Senator
Morton called me personally yesterday to explain what happened last
Friday. Obviously none of them had the power to bring it to the floor.
Just as obviously some "mythical power" is the only one who can, and
nobody claims to know who that is. Right.
Short version: The Democrats blamed the Republicans for Friday night.
The Republicans blamed the Democrats. According to the Gospel of
Senator Morton, the dems made a procedural objection, in violation of
the rules. Repubs called for a vote. Dems got 1 repub to go with them.
Repubs then stole a Dem, giving them a temporary majority again. Dems
then pressured 1 more Repub to join them. Repubs got pissed, and
called for an adjournment vote in order to stop the discussion.
Apparently they never figured adjournment would result. Adjournment
vote went down party lines exactly, with the repubs having the
majority. Neither side expected that to happen, but had no choice but
to adjourn.
Net result: Their damn egos cost a lot of good bills to die, including
2356. We still have to ride on the forest roads illegally for another
year.

No, not unless they would pay sales tax. When you bring a plated vehicle across state lines you have, I believe, 15 days to get it registered, then it's a misdemeaner, even if it's in your name. I know this, went to court in Eatonville over it in '92. The judge fully intended to nail me with a criminal conviction and a $500 fine even though it was one WA state would not be collecting tax on.
