Website Building Question: "cgi-bin" Folder?

What is this "cgi-bin" folder? Best I can tell, it doesn't hold anything. Yet it always shows up. Yes, I have multiple sites, and yes, I'm a total noob! Can anyone tell me what this folder is for and if it's even necessary? Talk slow and use little words. Thanks!

ps-I did try a web search, but came up with all sorts of web-hosting sites.

Lou I am a noob at this as well but I will give it a shot ... it is the folder that will contain any cgi scripts that your website will run on the background. Somethings can be Credit card processing... Shopping cart stuff... Counters... stuff like that.

Got it, thanks. I remember now, TechTV, "The Screensavers", someone called in asking about setting up a forum and they mentioned something about "CGI script", I think... Anywho, I just thought it was weird that of all the websites (three) that I've had control over, they all had this CGI bin folder already there by default.
