Because they are the only ones applying for the job. If anybody else tries to get in, the major parties find them not qualified. If an outsider does apply, that person has to do so as a generic (not rep or dem) candidate, and get virtually no support and doesn't really stand a chance.

that is just crazy one would think with such a major screw up they would want it fixed streight away i live in australia and if something like that was to occur they would just start by taking the top 1 metre off mabe more thats like 40 inches in imperial
