The ones I have seen bolt to the lower shock bolt. You just take the bolt out and put the new longer bolt that comes with the set in ist place through the training wheel bracket.
I don't like this style by the way. The bike tips with just a little speed. Keep little junior slow until you remove them.

I was wondering, since there are two shock bolts, do I mount the shock to the upper bolt and then the training wheels by them selves to the lower?
Does the horizontal arm on the training wheel bracket lay ontop of the swingarm or underneath it?
The sets are usually generic for botht he PW50 and JR. the horizontal bar goes on top of the shock so when the bike is moving forward it keeps the bracket from spinning and leaving the ground. Not sure which bolt hole to use on the jr. I'm thinking the lower one but not sure been a while since working on one of those.
I just did this last week so it's kinda fresh.
It mounts to the lower shock mount with the
allen head bolt, large washer, and a spacer.
There are two spacers, use the one with the
smaller ID.
It mounts over the shock with the little pin
behind the shock.
It probably will not fit if you have the shock
in the upper (of the two lower) mounts.
The spacers are 15mm diameter, and 5mm thick.
My kit came with four of these, two with a larger
diameter (8mm) inner hole, and two with the right
size (6mm) inner hole.
The spacers go into the curved, short end, of the
mounting bracket.
The spacers you mention do not get used on the JR.
I'm assuming your "horizontal bar" is the welded on pin,
that needs to be up against the rear of the shock to
prevent it from rotating backwards.
If you bought those training wheels from the owner
of a different brand mini, chances are he didn't give
you all of the parts you need.
What you need:
(2) bolts, 6mm x 20mm, same thread as the shock bolt but longer.
(2) washers, the instructions call it 1/8 x 5/16 x 1,
what you want is 2mm thick, 6mm ID, 24-26mm OD.
(2) spacers, 15mm OD x 6mm ID x 5mm thick.
Put the spacers into the brackets, put the washers onto the bolts,
then put the bolts through the spacers (in the brackets) and thread
into the shock mount (with the horizontal pins behind the shock).
