i can pop a wheelie with the bike but it seems like the powerband wont hit till way high rpms.. and sometimes non existent in 1st-2nd gear.
once up to speed in 3rd at high rpms it rips.
seems like midrange it is not really bogging but lack of power..
carb is clean and mint.. new wiseco piston.. how can i check that the valve is not stuck open?

Pull the pipe and take a look at the valve, If it is open, then it is stuck and you need to disassemble it, clean it and put it back together.

On my Yamaha, I can remove the cover over the linkage from the power valve to the governer, start the bike and watch the operation as I rev it up.

See if you can do that on your bike. Only takes a few minutes, and if it isn't working right, you need in there anyway.
