Turning the adjuster in adds tension to a spring that fights the centrifigal govenor and thus delays the boost given by the boost ports and larger exaust port. Counter-clockwise on the adjuster makes the hit take place earlier in the RPM's. Experiment with the adjuster while you ride to set it where you like it.
