Both would be a good choice for somebody shorter looking for a good trail bike, you appear to need something a bit more along the lines of a CRF250X or WR250F.

I don't really want to spend over 8000$, do you really think it will be to small for me? I'm tall but I'm also very skinny.

The bike will be very short and cramped for you. With a 5k budget you are stuck right in the middle for the Canadian market, you are not going to get a new bike other than a small trail bike like the 230's. I'd save myself a bunch of that budget if I was you and find an older XR400 if possible. You'd should also easily find a used 2007 or older CRF250X or WR250F for 5k or under.

Seeing as I'm new to dirtbikes would it be a bad thing to buy used? I don't really know what to look for.

Do you have anyone who can give you a hand locally looking at used bikes like a riding buddy? I'd have less of an issue buying a used XR400 than I would the newer CRF250X or WR250F as the old XR's are older, tame, air cooled trail bikes. There is definitely more chance for expensive issues with the CRF and WR. What part of Canada are you in?

Don't overlook a kdx200 or 220. Probably better than an xr400, in my opinion (although I haven't ridden any newer examples). For 5K you could find an almost new 2 stroke.
