It should have an idle adjustment screw. It must have gotten lost somewhere in it's past life.

If there is no idle screw, first clean the heck out of the carb, especially the pilot jet. Then, if it still won't idle, you can sometimes cheat and tighten the throttle cable. Not really a fix, but it can work. You can also get a replacement carb, roughly pre-jetted from sudco and others including some vintage suzuki specialists.

Try the choke nob and see if it turns left or right. I know that some carbs use the choke and idle on the same circuit.

These bikes never had an idle screw. You can buy one and drill and tap out the carb body or try to find a different body off a Yamaha that is already drilled.
