My KX 250 is a '97 but I believe the '99 is very similar. I replaced a FMF fatty
with a gnarly and it pulls lower and more smoothly. The fit was right on and while I haven't tested the thicker walls (yet) I hope they hold up well.
I ran a Gnarly pipe on my 99 KX before I got the big-bore. Made improved power down low and I could not tell that there was any loss on top. With the 310 kit installed the bike runs a little better with a fatty pipe.
I have a Gnarly pipe on my 98' KX250. Good power low to mid and flat on top. Over rev isn't in the cards with this pipe. The description sounds like the normal power band description for the 98' motor and it was, with a little more power.
I've got a Gnarley on a 99 and I don't think it was worth the price you pay for it. IMO the gain in the low end is minimal and hardly noticeable. There was a mag. (don't remember which one) back in 99 that tested 4 different pipes with multiple riders and most of the riders thought that the stock pipe was the best overall pipe. If your looking for more low end you might want to consider porting or head mods.
Keep in mind I have a similar opinion about many aftermarket products. Just my .02
