This is easy to verify just by calling FTB. And for obvious reasons, this is VERY popular with big ticket (otherwise taxable) items like yachts and planes.
Here in San Diego, the boats go to Ensenada, Baja, Mexico to get refurbished and viola, 90 days have elapsed.
For planes, most folks park them in Las Vegas, and jump on Southwest to go visit their newly purchased plane until the 90 days expire.
This rule does not mean that you can't enter California within the 90 days. Merely, it must be "based" outside of California.
Street legal, emission equipped bikes with odometers have a differences to the rules which I have not addressed.
