hi, I just bought a 97 cr 250 and it didn't seem to have good power on the top end. I removed the cover on the left side of the motor to check if the power valve was working, it was in the L position but didn't move when i revved it. I took the top end off and cleaned the valve but still no luck, I then took the right side cover off and everything seems good down there. SOMEBODY PLEASE HELP.
How do i know if the govener is working properly, and also how easy should the exhaut valve open and close by moving the linkage in the bottom end?

You should be able to move the PV easily with your fingers. Chances are the last person who did a top end didn't take the time to align the pin and arm (little fork like piece) at the base of the cylinder.

thats what i thought but there was no damage done to the fork or pin, and when i put it back together i made sure that it was aligned. idon't know im stumped
