You broke a bolt or do you mean the stud that goes in to the head broke off when you were trying to remove one of the two bolts that holds it on? If there is some exposed you should be able to soak it with PB Blaster and then try some vice grips. If it's flush or lower then yup you'll need to extract it. Worst case you botch up the threads by running the drill bit in and you have to clean them up or Helicoil it. It's really not a bad job considering it's pretty easy to get at.
