Help Can anyone help with this no front brakes on 05 Ktm got a rebuild kit same thing builds no pressure except when I take the snap ring back off and pull

Hoping someone can help 05 Ktm 250 no front brakes put in rebuild kit same thing until you take the snap ring off and pull the plunger out some then it builds pressure. Just not getting it
