Compression Adjusters

Just bought a 95 rm250. The screw on the left fork seems to work normally, but the screw on the right just spins, no clicks. Any thoughts? Thanks

Somebody? Do I just need to replace the fork cap? Is the clicker part of cap? Or is it worse than that?
