Cracked rim: is their any fix?

My son cracked his rear rim. Is their any fix to this outside of a new rim?

My friend cracked his front rim last year.He bring the rim to a welding shop.He didnt have the money to buy a new rim so he did that but The bars shake at verry high speed only.
