What you are feeling is the power valve 'hunting' between wanting to open, but when you don't give it more throttle, it slows down again. You never notice it on the track or trail, because you don't hold steady part throttle.
BTW, if you do some high speed blasts on the fire roads or long dirt roads, be careful using engine braking only to slow you down. Hot two stroke motors, high rpm and closed throttle (no cooling fuel & lurbricating oil) don't get along too well. I learned the hard way.
